The Supreme Court examined the validity of Entry 19 of the Rajasthan State Electricity Board Officers (Recruitment, Promotion & Seniority) Regulations, 1974, which prescribes a promotion quota for Accountants. The Court held that the provision, allowing 75% of vacancies to be filled by Accountants with seven years of service and 25% by those with specific qualifications, does not violate Articles 14 and 16 of the Constitution. The Court affirmed the Full Bench's decision that the regulation is valid and constitutional.
