The Supreme Court held that the respondent, who voluntarily resigned on March 19, 1970, is not entitled to pension benefits under the amended G.O.Ms. No.1537, which cannot be applied retrospectively. The Court clarified that while the respondent had completed 25 years of qualifying service, the amendment allowing retirement after 25 years of service came into effect only after his resignation. However, the Government was directed to consider his case for pensionary benefits based on his temporary service, within four months.
