The Supreme Court upheld the decision of the Andhra Pradesh Administrative Tribunal, which ruled that 'incentive increments' awarded to the respondent must be considered as part of his emoluments for pension calculation under the Andhra Pradesh Revised Pension Rules of 1980. The Court clarified that the definition of 'Pay' in Rule 9(21)(a)(i) of the Fundamental Rules does not exclude such increments, thus supporting the Tribunal's finding that these increments should be included in the pension computation. The appeal by the State was dismissed, affirming the Tribunal's order.
