The Supreme Court addressed the integration and seniority fixation among three categories of officers in the Rajasthan Civil Engineering Subordinate Service (Irrigation Branch) under the Rajasthan Engineering Subordinate Service (Irrigation Branch) Rules, 1967, issued under Article 309 of the Constitution. The Court held that the distinction between Junior Engineer Graduates and Diploma-holders was abolished by an amendment in 1985, and the seniority should be determined based on the substantive appointments as defined in Rule 2(i). The appeals were allowed, clarifying the promotion process to the cadre of Assistant Engineers.
