The Supreme Court held that JBT Teachers temporarily promoted to Head Teachers are entitled to an advance increment as per Rule 4(4) of the Punjab Civil Volume I, part I. The Court interpreted that the initial substantive pay for a government employee in a new post with greater responsibilities should be the stage of the time-scale next above their substantive pay. Consequently, the appeal was allowed, modifying the High Court's order to grant one advance increment in the scale of JBT Teacher at the time of promotion.
