The Supreme Court examined the applicability of Section 34 of the Industrial Disputes Act, 1947, regarding the authority to file complaints for unfair labor practices under Section 25-U. The Court held that only the appropriate Government can file such complaints, either directly or through an authorized representative, and that a private individual cannot be authorized to file a complaint under this provision. The Court set aside the High Court's ruling that allowed a private individual to file the complaint, thereby reinforcing the statutory interpretation of Section 34.
