The Supreme Court addressed the interpretation of Rule 4(a) of the Tamil Nadu State and Subordinate Service Rules regarding the preparation of promotion lists. The Court held that the Government retains the power to create supplementary lists in light of new vacancies arising from administrative changes, such as bifurcation of firkas and upgradation of sub-Taluks. The Tribunal's ruling that the Government was devoid of such power was found to be incorrect, thus allowing the appeals and affirming the Government's authority to make appointments by promotion.
