The Supreme Court held that under the Indian Medical Council Act, 1956, specifically Sections 2(f), 2(h), and 15(1), a candidate must possess an M.B.B.S. degree as a primary qualification to be eligible for registration as a medical practitioner. The Court clarified that while an M.Sc. in Bio-Chemistry is recognized, it does not qualify the individual for practice in medicine without the requisite medical degree. Consequently, the appeal by the Medical Council of India was upheld, denying the second respondent's registration as a medical practitioner.
