The Supreme Court held that under G.o.Ms.No.1136, dated September 13, 1986, Rule 4 of the A.P. Excise Service Rules allows for a 5% weightage in marks for candidates with NCC qualifications during selection for the post of Assistant Excise Superintendent. The Court found merit in the petitioner's claim for weightage; however, it ruled that since the selection process was already completed and candidates appointed, the petitioner could not be granted this benefit. The Special Leave Petition was dismissed accordingly.
