The Supreme Court upheld the decision of the Punjab and Haryana High Court, affirming that the plaintiffs, as khewatdars, hold ownership rights over the disputed land under the provisions of the Gram Panchayat Rules, 1965. The Court ruled that the extension of municipal limits does not extinguish the proprietary rights of the khewatdars, and the principle of res judicata applies as the compensation awarded under Section 30 of the Land Acquisition Act established their ownership. Consequently, the Municipal Committee's claim to the land was rejected, and the plaintiffs were granted permanent injunction against dispossession.
