The Supreme Court held that the appellant, a regular employee, was entitled to be considered for promotion to the post of Public Relations Officer over a deputationist, as per the rules governing seniority. The Court found the High Court's decision to promote the deputationist instead of the appellant to be illegal and an act of nepotism.
