The definitions of 'Local Authority' in both the General Clauses Act, 1897 and the Haryana Housing Board Act, 1971 were analyzed, revealing that the latter lacks the phrase 'legally entitled to or entrusted by the Government with the control or management of a Municipal or Local Fund'. Consequently, the court held that the Payment of Bonus Act applies to the employees of the Haryana Housing Board, affirming their entitlement to bonuses under the Act.
