The Supreme Court dismissed the appeal against the Gauhati High Court's order, affirming that the State Government must take a policy decision regarding the restructuring of the Electricity Department and the number of posts required. The Court held that until such a decision is made, it is not feasible to direct the filling of posts or consider candidates' claims. The Government subsequently reorganized the Department into two branches and will constitute a D.P.C. to select candidates for the Executive Engineer position based on merit and rules.
