The Supreme Court ruled that motor pump attendants, having passed the prescribed test, should be classified as semi-skilled workers rather than skilled workers as per the Government circular dated May 11, 1983. The Court held that the classification of these workers into the semi-skilled category was consistent with the recommendations of the III Pay Commission, which designated semi-skilled as a feeder post to skilled positions. Consequently, the Court upheld the reversion of the appellants to the semi-skilled category and dismissed their appeals against the recovery of arrears paid during the period of 1984 to 1986.
