The Supreme Court held that the appellant, a Lineman who acquired an A.M.I.E. qualification, is not entitled to out of turn promotion to Junior Engineer as per the Board's Promotion Policy Resolution under Section 79(c) of the Electricity (Supply) Act, 1948.
