The Supreme Court held that the High Court lacked jurisdiction to award additional benefits under the Land Acquisition (Amendment) Act 68 of 1984, as the notification under Section 4(1) of the Land Acquisition Act, 1894 was published prior to the amendment. The Court clarified that the jurisdiction of the Civil Court or High Court to enhance compensation is limited to the provisions of Section 23(1) and does not extend to the benefits under Section 23(1-A) for cases concluded before the amendment. Consequently, the appeals were allowed, and the petitions filed by the respondents were dismissed.
