The Supreme Court held that the appellant is entitled to the ex-gratia payment of Rs. 50,000 under the circular dated 13.6.1986, which provides for such payment to SPG personnel suffering permanent partial disablement due to injuries sustained while performing actual VIP security duty. The Court found that the injuries sustained by the appellant in a motor accident while on duty were indeed covered under the circular, as he was in an official SPG vehicle en route to his assigned duty. The rejection of the appellant's claim by the Central Administrative Tribunal was overturned, and the appellant was granted the ex-gratia payment.
