The Supreme Court held that under Explanation (C) of Section 2(o) of the Urban Land (Ceiling and Regulation) Act, 1976, land specified in a master plan that existed at the time of the Act's commencement cannot be deemed mainly used for agriculture if designated for a non-agricultural purpose. The Court clarified that the master plan must be in existence at the time of the Act's commencement for the provisions to apply, thus restoring the District Judge's order regarding the appellant's land. The appeals were allowed, affirming the appellant's claim to exclude the land from the urban land ceiling limit.
