The Supreme Court held that the constitution of the Selection Committee for the post of Additional Chief Engineer in the U.P. Jal Nigam was valid, as the inclusion of the Chairman as an expert member was not per se illegal. The Court clarified that the term 'Vishesagya' does not necessitate a technical expert in engineering but can include individuals with administrative expertise. The selection made by the Committee in 1989 was upheld as legal and valid, thus rendering the previous panel from 1985 obsolete, and the appeals by T and R were dismissed accordingly.
