The Supreme Court held that under Section 9 of the Consumer Protection Act, 1986, it is the responsibility of State Governments to establish District Forums for consumer grievances. The Court directed that the ad hoc arrangement of District Judges serving as Presidents of these Forums cannot continue indefinitely and must be replaced by independent District Forums within a specified timeframe. The Court emphasized that if the workload exceeds a certain threshold, the State must appoint a regular District Forum within six months, failing which the ad hoc arrangement will be terminated.
