The Supreme Court held that the Chakmas, who migrated from East Pakistan and settled in Arunachal Pradesh, cannot be regarded as citizens of India under Section 6A of the Citizenship Act, 1955, as they did not meet the necessary conditions for citizenship. The Court ruled that the donation of land to the Chakmas by the local Raja was illegal under the Foreigners Protection Order, 1958, and that the rights under Articles 14 and 19(1)(d) and (e) of the Constitution do not extend to foreigners. The appeal by the Chakmas was dismissed, and the order for their relocation was upheld.
