The Supreme Court examined the constitutional validity of Rule 3(3)(ii) of the I.A.S. (Regulation of Seniority) (First Amendment) Rules, 1989, in light of Articles 14 and 16 of the Constitution and Section 3(1A) of the All India Services Act, 1951. The Court held that the Rule's provision for assigning year of allotment to promotees and direct recruits was unconstitutional due to failure to consult all States and Union Territories, thus violating the principle of equality in public service. The Court directed the Union Government to amend the Rules to ensure fair and equitable seniority among officers.
