The Supreme Court held that the appellants, who were adhoc appointees in the Central Health Service, would be regularized from 1.1.1973 or their initial appointment date, whichever is later, under the provisions of the Central Health Service rules. The Court established that a separate seniority list would be maintained for these appellants to ensure no disturbance to the seniority of regularly recruited doctors, and promotions would occur only to supernumerary posts created by the Government. The decision aimed to balance the interests of both adhoc and regularly appointed doctors while ensuring fair promotional opportunities.
