The Supreme Court held that the allocation of 40 marks for both interview and group discussion, against 120 marks for the written examination for the selection of Assistant Engineers (Civil) by the U.P. State Electricity Board, is arbitrary and violates Article 14 of the Constitution of India. The Court quashed the existing allocation scheme but upheld the selections already made, stating that future allocations should not exceed 10% for interviews and 5% for group discussions. The method of group discussion as an aid to interviews was deemed legal and appropriate for assessing candidates' suitability.
