The Supreme Court held that the merger of the Exploration Wing of the Indian Bureau of Mines (IBM) with the Geological Survey of India (GSI) was effective from 4 February 1969, as per the letters dated 28 June 1967 and 4/6 February 1969. The Court clarified that earlier letters dated 10 December 1965 and 29 November 1966 only indicated administrative control transfer and did not constitute a merger. The Court ruled that provisional seniority lists do not serve as evidence for the merger date, thus allowing the appeals against the High Court's decision.
