The Supreme Court held that the employees of Grih Kalyan Kendra do not qualify as 'State' under Article 12 of the Constitution, thus not entitled to the principle of 'equal pay for equal work' as per Articles 14 and 16. The Court dismissed the writ petition for higher pay scales, stating that the Kendra's employees are not comparable to regular government employees, and their unique status does not warrant the same remuneration. Consequently, the claim for pension, gratuity, and provident fund was also rejected.
