The Supreme Court held that the merger of the Time Keeping Department with the clerical cadre, as per the Presidential Order dated 14th September 1966, was valid and binding. The Court clarified that the subsequent letter dated 5th December 1966 could not alter the Presidential Order, as officers of the Naval establishment lacked the authority to modify it. The appeals were partly allowed for five employees who belonged to the separate cadre at the time of the merger, while the remaining appeals and a related Writ Petition were dismissed, affirming the legality of the transfers post-merger.
