The Supreme Court upheld the Rajasthan High Court's decision that Super Time Scale posts in the Rajasthan Administrative Service are the highest posts and must be filled solely on merit, as per Rule 28-B(7) of the Rajasthan Administrative Service Rules, 1954. The Court clarified that the terms 'higher post' and 'highest post' are relative and that the amendment of July 17, 1987, did not alter the requirement for merit-based selection. Consequently, the appeals challenging the High Court's ruling were dismissed.
