The Supreme Court ruled that under the Andhra Pradesh (Andhra Area) Estates (Abolition and Conversion into Ryotwari) Act, 1948, the burden of proof lies on landholders to establish personal cultivation of lands to claim ryotwari pattas. The Court upheld the findings of the Settlement Officer and the High Court that the landholders failed to prove personal cultivation or intent to resume cultivation, thus affirming the tenants' entitlement to ryotwari pattas. The Court also noted that previous decisions regarding the nature of the lands were no longer considered good law following its ruling in Chidambaram Chettiar v. Santhanaramaswamy Odayar.
