The Supreme Court held that Section 44 of the Delhi Development Act, 1957 mandates that any notice regarding modifications to the Master Plan must be widely publicized through at least two of the prescribed methods: affixing notices in conspicuous places, proclaiming by beat of drum, or advertising in local newspapers. The Court found that the notice issued by the Delhi Development Authority was invalid as it was published only in local newspapers, failing to meet the mandatory requirements of the statute. Consequently, the appeal was allowed, and the action taken based on the invalid notice was deemed void.
