The Supreme Court held that the Board of Management of the School of Buddhist Philosophy is competent to amend the rules governing appointments at any time, as established under Article 16 of the Constitution. The Court found that the qualifications for the post of Principal were validly revised in August 1978, and the advertisement for the post issued in January 1982 was in accordance with these amended rules. Consequently, the High Court's decision to quash the advertisement was overturned, affirming that the respondent did not possess the revised qualifications and was thus ineligible for the post.
