The Supreme Court dismissed a petition under Article 32 of the Constitution, filed by employees of Railway Institutes and Clubs seeking parity with employees of Statutory Canteens. The Court held that there is a material difference between the two, as the Institutes and Clubs are funded by membership fees and grants from the Staff Benefit Fund, and do not have an employer-employee relationship with the Railway Administration. The Court concluded that if the service conditions of these employees are unsatisfactory, the remedy lies outside the scope of this petition.
