The Supreme Court clarified that under Rule 151 of the Petroleum Rules, a 'No Objection Certificate' (NOC) can be cancelled if the licensee ceases to have any right to use the site for storing petrol, as per Rule 144. The Court held that the interpretation by the Allahabad High Court suggesting that the NOC cannot be cancelled as long as the licensee has leasehold rights is incorrect.
