The Supreme Court held that the Indian Forest Service (Regulation of Seniority) Rules, 1968 and the Indian Police Service (Regulation of Seniority) Rules, 1954, specifically rule 3(2)(d) and clauses (c) and (d) of sub-rule (3), are not ultra vires Articles 14 and 16 of the Constitution. The Court found that the classification of Emergency Commissioned Officers (ECOs) and Short Service Commissioned Officers (SSCOs) is reasonable and does not constitute invidious discrimination. The rules were upheld as legal and valid, allowing for retrospective effect as per the All India Services (Amendment) Act, 1975.
