The Supreme Court held that the dismissal of the office bearers of the Trade Fair Authority of India under Rule 32 of the Trade Fair Authority of India Employees (Conduct, Discipline and Appeal) Rules 1977 was illegal as it was done without a departmental inquiry as mandated by Rules 27 to 29. The Court emphasized that the management's claim of an atmosphere of violence did not justify bypassing the inquiry process. The Court ruled in favor of the dismissed employees, reinstating them and holding that their rights under Articles 19(1)(c) and 32 of the Constitution were violated.
