The Supreme Court held that the High Court erred in entertaining a writ petition against the transfer of a Central Government employee, H.N. Kirtania, who held a transferable post under the Central Passport Organisation. The Court established that an employee in such a position has no legal right to insist on a specific posting location, and transfers made on administrative grounds should not be interfered with unless there are compelling reasons indicating illegality or mala fides. The Court set aside the High Court's orders dated 12.4.1985, 11.10.1985, and 24.1.1986, allowing the appeals without costs.
