The Supreme Court held that Paragraph 185(4) of the Import-Export Policy 1982-83 provides beneficial incentives to Export Houses fulfilling export obligations, and should not be interpreted restrictively. The Court found that clauses (4) and (7) of Paragraph 185 must be read together as part of an integrated policy scheme, allowing for revalidation and endorsement of Imprest Licences without the limitations argued by the appellants. The High Court's decision to grant relief was upheld, rejecting the plea of unexplained delay in filing writ petitions under Article 226 of the Constitution.
