The Supreme Court held that under Section 19A of the Representation of the People Act, 1951, the Secretary of the Election Commission is competent to appoint officers and authenticate notifications. The Court found that the Additional Returning Officers were duly appointed and authorized, and the publication of the notification on notice boards constituted sufficient notice. Consequently, the High Court's order setting aside the election results was overturned, and the appeal was allowed.
