The Supreme Court held that the Food & Civil Supplies Department in Sholapur was an independent entity and not part of the Revenue Department, despite claims of its abolition following the end of statutory rationing. The Court found no evidence of the appellants' absorption into the Revenue Department and ruled that their promotions should be governed by the rules of the Food & Civil Supplies Department. The appeals were allowed, affirming the lower courts' decrees that the private respondents' repatriation orders were unjust and illegal under Articles 14 and 16 of the Constitution.
