The Supreme Court held that the Andhra Pradesh State and Subordinate Service Rules, 1962, and the Andhra Pradesh (Roads and Buildings) Engineering Service Rules, 1967, must be adhered to for the recruitment of Assistant Engineers. The Court emphasized that 37.5% of substantive vacancies should be filled by direct recruitment, and promotees should only fill 62.5%. The retrospective regularization of promotees from 1972-75 was upheld, but seniority for direct recruits must be respected from 1982 onwards, ensuring compliance with the rules.
