The Supreme Court held that employees of canteens established in Defence Industrial Installations are to be treated as government employees under Section 46 of the Factories Act, 1948. The Court emphasized that the canteen is an integral part of the Defence establishment, and the Managing Committee does not qualify as the true employer.
