The Supreme Court held that the permission granted by the State Government for shifting the appellant's C.L. III liquor shop from Village Sawli to Village Narsi Chaurasta was in accordance with the guidelines laid down in the government circular dated April 27, 1984, which superseded previous circulars. The Court found that the Collector had made due enquiries before recommending the transfer, and thus the permission was not arbitrary or in breach of the guidelines. The High Court's order quashing the permission was set aside, and the appeals were allowed.
