The Supreme Court held that under Section 9(1) of the U.P. Utpadan Mandi Adhiniyam, 1964, a producer of agricultural produce selling in the market area is required to obtain a license and pay market fees, as the exemption for 'domestic consumption' does not apply to producers selling their goods. The Court clarified that the legislative intent does not exempt producers from licensing requirements when selling in the market area. Consequently, the petitioners, being producers of Khandsari sugar for sale, must comply with these regulations.
