The Court found that the appellant's reliance on Rules 12(b) and 12(c) of the M.P. Civil Services (General Conditions of Services) Rules, 1961 was misplaced as these rules did not apply to the case at hand. The Court directed that if the appellant made a representation regarding seniority, it should be considered in light of legal and equitable principles.
