The Supreme Court held that the Lt. Governor of Delhi is competent to issue a notification under Section 4(1) of the Land Acquisition Act, 1894 for land acquisition for planned development. The Court clarified that the provisions of the 1894 Act remain applicable despite the enactment of the Delhi Development Act, 1957, which does not negate the authority of the Lt. Governor to act under the 1894 Act. The Court upheld the validity of the notification dated 27.1.1984, affirming the Lt. Governor's powers in this context.
