The Supreme Court ruled that the Orissa State Electricity Board's refusal to permit clubbing of electricity supply for a 100% export-oriented unit, classified as a 'power intensive industry', was unjustified under Section 22B of the Indian Electricity Act, 1910. The Court held that the benefit of clubbing, previously granted, could not be withdrawn retrospectively without proper justification. The Court quashed the Board's order and directed the continuation of clubbing for the petitioner-company's units for the water year 1984-85 and future years.
