The Supreme Court held that the District Magistrate's authority under Rule 93 of the U.P. Motor Vehicles Rules, 1940 is limited to determining parking and halting places as per Section 76 of the Motor Vehicles Act, 1939. The Court clarified that bus stands can only be designated by the Regional Transport Authority under Section 68(2)(r) of the Act. Consequently, the Court allowed the appeal, overturning the High Court's dismissal of the writ petition challenging the District Magistrate's order and the Town Area Committee's fee levy.
