The Supreme Court upheld Bye-law No.3(1) of the Cycle Rickshaw Bye-laws, 1960, stating it falls within the powers conferred by Section 481(1)(L)(5) of the Delhi Municipal Corporation Act, 1957. The Court ruled that the restriction to issue licenses only to owners of cycle rickshaws is permissible to prevent exploitation of rickshaw pullers and is in the public interest. Consequently, the Court dismissed the writ petitions challenging the bye-law as being contrary to Article 19(1)(g) of the Constitution.
