The Supreme Court held that Rule 6 of the Punjab Ayurvedic Department (Class I and Class II) Rules, 1963 mandates that only duly qualified persons can be appointed, and the qualifications for the Director of Ayurved were satisfied by the appellant. The Court found that the appellant had completed a five-year degree course and obtained a Doctor of Science in Ayurvedic Medicine, thus upholding his promotion to Director. The High Court's ruling that the appellant lacked requisite qualifications was overturned, and the appeals were allowed with costs.
