The Supreme Court held that the Andhra Pradesh Commissionerate of Higher Education Act, 1986, is invalid as it falls under Entry 66 of List I, which is within the exclusive legislative competence of Parliament. The Court clarified that while Entry 25 of List III allows for state legislation on education, it is subject to the powers of Parliament under Entries 63 to 66 of List I. Consequently, any state law that duplicates the provisions of the UGC Act is void and unenforceable, as the state lacks the authority to legislate on matters pertaining to higher education standards.
